Edward W. Feirer Memorial Fund
The Edward W. Feirer Memorial Fund (Feirer Fund) was created by the family of Ed Feirer. Mr. Feirer was an avid sailor, active in the BBYRA for many years, and a long time member of Beachwood Yacht Club (BYC). The purpose of the Feirer Fund is to enable skippers 'to pursue further competition beyond the BBYRA level' in US Sailing National Cup Events. As per the Deed of Gift, the Feirer Fund is to be placed in a separate interest bearing account of the BBYRA and maintained by the BBYRA. The interest of this separate account are the funds to be disbursed annually to qualified skippers. Any portion of the available funds that are not disbursed are to revert to the principal of the Feirer Fund. The distribution of the available funds is to be at the sole discretion of a committee consisting of a representative member of BYC, BBYRA Commodore and BBYRA Chairperson of US Sailing National Cup Events.
Disbursement of Funds
- All eligible registration forms submitted to the BBYRA Chairperson of US Sailing National Cup Events and approved by the Chairperson shall be considered an application to the Feirer Fund. The BBYRA Chairperson shall notify and forward a copy of each accepted application to the BBYRA Commodore and BYC Commodore simultaneously.
- BBYRA shall pay the registration fee(s) for approved application(s) for those competitors who qualify for the finals of the National Cup Events from the BBYRA operating fund in consultation with BBYRA Commodore and BYC Commodore (or their designee). Disbursement is limited to posted registration fee.
- The BBYRA Commodore, BYC Commodore and BBYRA Chairperson of US Sailing National Cup Events shall meet in September of each year to review the disbursements for the Feirer Fund and the performance of the Feirer Fund. BBYRA to be reimbursed for disbursement(s) made for posted registrations fee(s) for National Cup Events up to the maximum interest earned. In the event BBYRA disbursements exceed the annual interest of the Feirer Fund for posted registration fee(s) for National Cup Events, BBYRA will be reimbursed from the Feirer Fund as future funds become available.
- Any funds that are not disbursed shall revert to the Feirer Fund principal.
Instructions For Applying
Over the years US SAILING has instituted “non ladder events” national regattas which permit registration to be made directly to US SAILING. Also, with regard to some of the ladder events, there may be no local BBYRA elimination and competitors register directly at the Area level or beyond. As a result, the prospective competitors in these regattas submit their registration forms and applicable registration fee directly to US SAILING, thus by-passing the Chair of the BBYRA US SAILING CUP EVENTS Committee.
Heretofore, the registration form and fee for ladder events were funneled through the Chair of the BBYRA Committee. This will continue to be the case when there is to be a BBYRA quarter final regatta. As per the deed of gift of the Feirer Fund, once the registration form and fee are received by the BBYRA Committee Chair, the registration form is the de facto “application” to the Feirer Fund. However, since there are now several major US SAILING National Championships to which competitors apply directly, the BBYRA has no clear pathway by which to learn who is competing at these regattas. Without that knowledge the BBYRA is not able to consider reimbursing registration fees from the Feirer Fund.
The BBYRA is therefore instituting this application process for any competitor registering to compete in US SAILING National Championships (http://ussailing.org/Championships/) or a US OLYMPIC Trial, the registration and fee for which is made to someone other than the Chair of the BBYRA US SAILING National Cup Events Committee.
As has always been the case, any registration to compete in a US SAILING National Cup Event or a US OLYMPIC Trial, for which the registration and fee is first sent to the Chair of the BBYRA US SAILING National Cup Events Committee, will be handled in the traditional way. The registration form will serve as the de facto application to the Feirer Fund and no additional application for reimbursement is necessary.
