NOTICE OF RACE

 

Organizing Authority: Barnegat Bay Yacht Racing Association (BBYRA)

 

1. Rules

 

1.1   All races will be governed by the Rules as defined in the current Racing Rules of Sailing (RRS).

 

1.2   The Regulations of the Barnegat Bay Yacht Racing Association Championship Series (BBYRA Regulations) will apply.

 

1.3   The Registration Instructions provided to potential contestants will apply.

 

1.4   Class Rules, except as altered by the Sailing Instructions, will apply.

 

1.5   The following modifications to the Racing Rules will apply to this Championship Series.

 

1.5.1          All Club 420, Junior Sunfish and single handed competitors shall wear personal buoyancy at all times while afloat.  This changes RRS 40 and the Part 4 preamble.

1.5.2          The course to be sailed will be displayed by its Preparatory Signal. This modifies RRS 27.1.

1.5.3          A boat starting later than four minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.

1.5.4          Boats still racing (and that do not subsequently retire, get disqualified, or get redress) 20 minutes after the first boat sails the course and finishes, will be scored TLE.

1.5.5          The time for the conclusion of morning races is 1230. Boats still racing after 1230 (and that do not subsequently retire, get disqualified, or get redress) will be scored TLE.

1.5.6          A boat is required to inform the race committee finish boat immediately after finishing of its intention to protest another boat, and provide the sail number of the protested boat. This changes RRS 61.

1.5.7          Progressive exclusion of a boat’s worst scores as outlined in 8.1 & 8.2 below.

1.5.8          The changes will appear in full in the sailing instructions. The sailing instructions may also change other rules.

 

1.6   The Organizing Authority reserves the right to change this NOR and the Registration Instructions by amendment posted on the BBYRA Official Notice Board. In the event of a conflict between the NOR, BBYRA Regulations and the Sailing Instructions, the Sailing Instructions posted on the Official Notice Board will prevail.

 

2. Fleets and Eligibility

 

2.1 A Cat, E Sloop (AM and PM), Ensign, Flying Scot, M Sloop, Full Rig Laser, Laser Radial Junior,  Lightning, Sandpiper, Marshall Sanderling 18 ft. (B Cat), Sneakbox, Sunfish, Junior Sunfish, Club 420.

 

2.2 All skippers must comply with Section B (Eligibility) of the BBYRA Regulations.

 

2.3 Laser Radial Junior:  Entrants are eligible if their 19th birthday will not have been reached by the last day of the calendar year 2010.

 

2.4 Club 420: The Club 420 will be sailed in collegiate mode, i.e., spinnaker and trapeze may not be used. There are no age restrictions on skipper or crew.

 

2.5 Junior Sunfish: Entrants are eligible if their 18th birthday will not have been reached by the last day of the calendar year 2010.

 

3. Registration

 

3.1 Boats may register for the season and optional lunches by mail before June 11, 2010 upon payment of the applicable pre-season registration fee.  Season Registration Forms and Registration Instructions will be available no later than May 15, 2010 at the website (www.bbyra.org/sailing.shtml).

 

3.2 After June 11, 2010,boats may register for the season in person each race day at the Regatta Headquarters.  Boats sailing the “Appendix S Course” may also register in person and pay applicable fees at either the weekly Regatta Headquarters, or prior to 0830 hours at: LYC on Upper Bay race days and TRYC on Lower Bay race days on its scheduled race day.  Registration will be on forms available at the weekly Regatta Headquarters, and must be submitted with payment of the applicable season registration fees. 

 

3.3 After June 11, 2010, arrangements for lunches must be made directly with the host club(s).

 

3.4 Daily race registration may be made on forms available each race day at the weekly Regatta Headquarters, or on the water at a “Late Entry” boat.  Daily race registration for boats sailing the Appendix S Course will also be available until 0830 hours at LYC on Upper Bay race days and TRYC on Lower Bay race days, or at the Start Boat. A-Cats and E Sloops sailing the Second Race Circle may register at the weekly regatta headquarters or on the water at the committee boat designated for that purpose.

 

4. Sailing Instructions: Sailing Instructions will be available no later than May 15, 2010 on the website, and each race day at the Regatta Headquarters and LYC or TRYC (as scheduled) and on the water at a “Late Entry” boat on the Primary Course or the Start Boat on the Appendix S Course or at the committee boat designated for that purpose for A-Cats and E Sloops sailing the Second Race Circle.

 

5. Venue

5.1 Primary Course” racing area: (1) Upper Bay will be north of the Mathis Bridge in the vicinity of Hankins Island and Green Island area; (2) Lower Bay will be south of the Mathis Bridge in the vicinity of the Wanamaker and Seaside Park area.  Separate Course Charts will be provided for Upper Bay, Lower Bay and Seaside Park Yacht Club race days.

 

5.2 Appendix S Course” racing area: (1) Upper Bay will be in the vicinity of the Lavallette Yacht Club; (2) Lower Bay will be in the vicinity of Toms River Yacht Club; (3) Seaside Park Yacht Club race day will be in the Seaside Park area on the Primary Course.

 

5.3 Second Racing Circle” racing area: on Island Heights, Toms River and Beachwood races days will be in the vicinity of Seaside Park Yacht Club.  On Lavallette race day the racing area will be on the Lower Green Island course.

 

6. Schedule

 

6.1 The first warning signal in the morning is at 9:20AM.  The first warning signal in the afternoon is at 1:30PM.  See the attached schedule for each fleet’s sailing dates.

 

7. Safety: All boats must carry equipment as specified by their class rules, the U.S.C.G and such additional equipment as is specified in the BBYRA Regulations Appendix 1.

 

8. Qualification and Scoring

 

8.1 For boats not sailing the “Appendix S Course” the Low Point Scoring System of RRS Appendix A will apply with progressive exclusion of a boat’s worst scores as fully outlined in the sailing instructions. RRS A9 Race Scores in a Series Longer than a Regatta replaces RRS A4...

 

8.2 Boats sailing the “Appendix S Course will sail multiple races (maximum 5) on scheduled Upper Bay and Lower Bay race days.  On each scheduled Upper Bay and Lower Bay race day, multiple races will be scored as a short series using the Low Point Scoring System of RRS Appendix A. No scores in the short series will be excluded.  On each scheduled race day a boat’s placement in the short series will be used for daily flag and trophy awards.  For the Championship Series Scoring, the Low Point Scoring System of RRS Appendix A will apply with progressive exclusion of a boat’s worst scores as fully outlined in the sailing instructions. RRS A9 Race Scores in a Series Longer than a Regatta replaces RRS A4.

 

8.3 Boats scored TLE will be scored points equal to the number of boats finishing within the time limit plus two points by the race committee without a hearing.  This changes RRS A5, A9 and A11.

 

8.4 Qualification and scoring will be in accordance with the BBYRA Regulations Section E.

 

9.  Radio Communications

 

9.1 A boat shall neither make radio transmissions while racing nor receive radio communications, not available to all competitors.  This restriction also applies to mobile telephones.

 

9.2 The Race Committee will monitor VHF Channel 68 and use this channel to communicate to the competitors.

 

9.3 Competitors may use channel 68 to communicate (a) emergencies, or (b) their intent to withdraw from a race.

 

10. Prizes: Daily and season championship awards will be presented according to the BBYRA Regulations Section F (Administrative Rules). The host clubs provide additional trophies as listed in the Club Trophies List.
